of the said County Commissioners, and if it is in excess of
One Thousand Dollars ($1000. 00), the same must be sub-
mitted to competitive bidding under specifications prepared
by said Engineer, approved by said County Commissioners,
and the contract awarded to the lowest responsible bidder.
(g) Whenever, in the judgment of the County Commis-
sioners and the Roads Engineer, it shall be deemed advan-
tageous to award a contract to an independent contractor
for the construction, reconstruction or repair of any road or
bridge in Harford County, the labor and materials of which
are estimated to cost One Thousand Dollars (f 1000. 00) or
less, the plans and specifications therefor shall be prepared
by the said Engineer, approved by the County Commis-
sioners, and advertised in one or more of the County news-
papers for at least two successive weeks and such contract
awarded to the lowest responsible bidder, unless in the
opinion of the County Commissioners and the Roads En-
gineer the interests of the County will be better served by
the Commissioners doing the work under the supervision
and direction of the said Engineer.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1949.

(House Bill 178)
AN ACT to repeal and re-enact, with amendments, Paragraph
(e) of Section 1287 of the Code of Public Local Laws of
Prince George's County, (Flack's 1943 Edition), title
"State's Attorney", as enacted by Chapter 400 of the Acts
of 1947, to provide for an increase in the compensation of
the stenographer of the State's Attorney of said County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Paragraph (e) of Section 1287 of the Code of
Public Local Laws of Prince George's County, (Flack's 1943
Edition), title "State's Attorney", as enacted by Chapter
400 of the Acts of 1947, be, and the same is hereby, repealed
and re-enacted, with amendments to read as follows:
1287 (e). The said State's Attorney is hereby authorized
and empowered to appoint a stenographer, who shall per-
