1947, be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
214. The County Commissioners of Harford County are
hereby authorized, in their discretion, to pay to the Harford
Memorial Hospital of Harford County, Maryland, such an-
nual monetary contributions as they deem right and proper,
either by outright grant or by agreement for the support of
indigent residents of Harford County, or by a combination
of the two methods.
The County Commissioners of Harford County are hereby
further authorized to lease the land upon which the Harford
Memorial Hospital of Harford County, Maryland, is operated
in Havre de Grace, Maryland, unto the said hospital in its
corporate name, for such sums, nominal or otherwise, and for
such duration as they deem right and proper.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1949.

(House Bill 155)
AN ACT relating to the Mayor and Aldermen of Frederick;
authorizing and empowering said municipality to borrow
money to finance the construction, improvement or exten-
sion of public improvements, including) sanitary sewers, the
sewerage disposal plant, storm water sewers, curbs, gutters
and streets, and to borrow money to finance the extension
and improvement of the water system of! said municipality;
said borrowing to be effected by the issuance and sale, at
one time or from time to time, to the highest bidder or
bidders at public sale of the general obligation serial ma-
turity bonds of said municipality, subject to the limitation
that the bonds issued to finance the improvement and ex-
tension of said water system be separately and distinctly
designated and identified; providing that the total debt to
be incurred for the construction, improvement or extension
of said public improvements shall not exceed Four Hun-
dred and Fifty Thousand Dollars ($450, 000. 00) and that
the total debt to be incurred for the extension and improve-
ment of the water system of the municipality shall not
exceed One Hundred and Fifty Thousand Dollars ($150, -
