and countersigned by the Chairman, or by some member of said
Association acting as Chairman, and so authorized to act by
resolution of said Association, which must first be spread
upon the minutes of said Association, and the said Treasurer
shall give bond with corporate security to insure his faithful
performance of such duties in the sum of Ten Thousand Dol-
lars ($10, 000. 00), the premium of which bond shall be paid
by the Association.
124S. (a) The said Association shall at its first meeting
in April of each year appoint an Auditing Committee of two
members to audit the books of the Treasurer and report its
findings to the Association.
(b) The members of the said Association shall receive no
compensation for their services as such members.
SEC. 2. And be it further enacted, That all Acts and parts
of Acts inconsistent with any of the provisions of this Act be
and they are hereby repealed.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be a Public Act, and may be used in evidence in
all Courts of this State without proof thereof.
SEC. 4. And be it further enacted, That if any part of this
Act shall be held to be unconstitutional or invalid or unen-
forceable, the same shall not affect the remaining part or
parts of this Act.
SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.
