CHAPTER 24
(House Bill 109)

AN ACT to add a new section to Article 13 of the Code of
Public Local Laws of Maryland (Higinbotham's 1942 Edi-
tion), title "Harford County", to be under a new sub-title
"Time'", said new section to be known as Section 490A, and
to follow immediately after Section 490 of said Article,
authorizing the County Commissioners to establish daylight-
saving time as the official time in Harford County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
13 of the Code of Public Local Laws of Maryland (Higin-
botham's 1942 Edition), title "Harford County", to be under
a new sub-title "Time", said new section to be known as Sec-
tion 490A, to follow immediately after Section 490 of said
Article, and to read as follows:

TIME.

490A. For the period of each year from two A. M. on the
last Sunday in April until two A. M. of the last Sunday in
September, the County Commissioners of Harford County are
authorized and empowered to fix, by ordinance or resolution,
the official time of said county at one hour in advance of the
standard time of the seventy-fifth meridian, which advance in
said standard time is commonly called "Eastern Standard
Daylight Saving Time". If the County Commissioners so
advance the official time of said county, all courts, public
offices, legal and official proceedings, insofar as the same are
subject to or under the control of said County Commissioners,
shall be regulated thereby, and all time shown by the public
clocks shall agree therewith.

SEC. 2. And be It further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety 5 and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.
