the right to an appeal to the Commission within 30 days
from the date of such discharge and at a stated meeting.
The Commission may re-instate the said employee to his or
her position or affirm the action of its officer and its decision
shall be final. The General Counsel shall not be required to
maintain an office in the office of the Commission.

512. Whenever the plans and specifications for water
supply, sewerage or drainage systems for any District shall
have been completed and the Commission shall have decided
after opportunity for a hearing has been given to proceed
with the construction thereof, it shall advertise by one news-
paper published in Anne Arundel County and such news-
papers and technical press as it may deem proper for bids
for the construction of said system or systems, in part or as
a whole, as in its judgment may appear advisable. The Con-
tract shall be let to the lowest responsible bidder, or the
Commission may reject any and all bids, and, if in its dis-
cretion the prices quoted are unreasonable or unbalanced it
may re-advertise the work or any part of it or may do any
part or all of the work by day labor; provided that at any
time the Commission may, in its discretion, expend by day
labor for construction work an amount not exceeding
Five Thousand Dollars without advertising or receiving bids.
All such contracts shall be protected by such bonds, penal-
ties and conditions as the Commission may require, all of
which shall be enforced in any Court having jurisdiction.

536. When said Commission files its budget with the Coun-
ty Commissioners of Anne Arundel County and a hearing
on said budget has been allowed the Sanitary Commission,
the said County Commissioners shall have the power to
amend, alter or reduce said budget in their discretion.

516 (q). For the purpose of paying the interest and pro-
viding the Sinking Fund for the Bonds issued by the Com-
mission as in this sub-title provided, for the water supply,
sewerage or drainage systems to be constructed, purchased
or established under this sub-title, the said Commission is
hereby empowered and directed to establish a plan for
financing new construction or connections not self-support-
ing which shall be in addition to annual assessments to be
fixed on property abutting upon said water and/or sewer
mains and drainage systems, where the plans and estimates
fail to show that the proposed new construction or exten-
sions will be financially self-supporting within a reasonable
time after completion.
