present themselves. The said Judges shall have power to
administer oaths to all applicants for registration, and any
person who swears falsely before any of said Judges shall
be guilty of the crime of perjury and subject to the penalties
provided by the Code of Public General Laws of Maryland
for such offense.

The ballots shall have printed on one line the words "FOR
INCORPORATION" and on the second line the words "AGAINST
INCORPORATION^ with squares opposite each for the X mark
of the voter.

Said referendum election shall be conducted as nearly as
practicable as elections for County officers are conducted in
all ways not specifically provided for in this Act for general
town elections, and upon closing the polls the said Committee
shall canvass said votes and publicly announce the result
thereof, said Committee in canvassing said vote to act in
cooperation with the Judges and Clerks of election in the
event they are different persons. In the event that the major-
ity of the votes cast are for incorporation, this Act shall im-
mediately become effective, but in the event that a majority
of the votes cast are against incorporation, this Act may be
resubmitted to referendum in the succeeding two years, as
specified above. The said Committee shall certify the results
of this referendum election to the Secretary of State of
Maryland.

SEC. 32. That if this Act is adopted under the referendum
above provided for, then the same Committee, with the same
power of filling vacancies, shall, on or before the third
Wednesday, in April, in the year of the election, post in
five conspicuous places in each ward a typewritten or printed
notice notifying all residents that said town is incorporated
and that said Judges of Election will sit at a designated place
on the fourth Tuesday, in April, in the year of the election,
between the hours of eleven o'clock A. M. and eight o'clock
P. M., to register all voters who had not already registered
before them.

The said Committee shall post the notices of Nominating
Convention in this Act provided for, on or before the third
Wednesday in April notifying the residents of the town of
the time and place of the Nominating Conventions to be held
on the fourth Tuesday in April, in the year of the election;
that after said Nominating Conventions, the Committee shall
arrange to hold the municipal election for the first Mayor,
Treasurer and Councilmen in the manner and form prescribed
herein for general town elections, except that said Committee
shall canvass the votes with the Judges and Clerks, in the
event they are different persons, and publicly announce the
