CHAPTER 138
(House Bill 98)

AN ACT to repeal and re-enact, with amendments, Section
141A of Article 66 1/2 of the Annotated Code of Maryland
(1947 Supplement), title "Motor Vehicles, " sub-title "Oper-
ation of Vehicles Upon Highways, " relating to the cross-
ing of intersections by blind pedestrians.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 141A of Article 66 1/2 of the Annotated
Code of Maryland (1947 Supplement), title "Motor Vehicles, "
sub-title "Operation of Vehicles Upon Highways, " be and it
is hereby repealed and re-enacted, with amendments, to read
as follows:

141 A. (Blind Pedestrian. ) At any street or road crossing
or intersection where the movement of traffic is not regulated
by a traffic officer or by traffic control signals, any blind or
partially blind pedestrian shall be entitled to the right-of-
way at such crossing or intersection if he shall, before at-
tempting to cross, extend before him at arm's length a cane
of white color, or white tipped with red or a chrome, nickel,
aluminum, or other reflecting or shining metal cane, or if he
is accompanied by a guide dog. Upon receiving such a signal,
all vehicles, including street cars and trackless trolleys,
at or approaching such crossing or intersection shall im-
mediately come to a full stop, leaving a clear lane through
which such person may pass, and they shall remain sta-
tionary until such person has completed the passage of
such crossing or intersection. Nothing in this section shall
be construed as affecting the movement of traffic at any
crossing or intersection where the movement of traffic is
regulated by a traffic officer or by traffic control signals,
except that if any such blind or partially blind pedestrian,
having such a cane or accompanied by a guide dog, shall be
part way across an intersection at the time the traffic con-
trol signals change, he shall have the right of way in com-
pleting his passage across the intersection.

Any operator of a vehicle, including street cars and track-
less trolleys, who violates the provisions of this section
shall be deemed guilty of a misdemeanor and, upon con-
viction thereof, shall be fined not less than One Dollar
(|1. 00) nor more than One Hundred Dollars (f 100. 00).
Any person who is not blind or partially blind and who
shall use or carry a cane of white color, or white tipped
with red, or a chrome, nickel, aluminum, or other reflecting
