SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

(House Bill 87)
AN ACT to repeal Section 466 of Article 13 of the Code of
Public Local Laws of Maryland, title "Harford County, "
sub-title "Taxes and County Treasurer, " as the same is
contained in the Harford County Code (Higinbothom's
1942 Edition), and to add five new sections to said Article,
to be known as Sections 466, 466A, 466B, 466C, and 466D,
and to follow immediately after Section 465 of said Article
relating to the preparation of the budget and the annual
levy by the County Commissioners of Harford County, and
generally providing for a complete county budget system.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 466 of Article 13 of the Code of Public
Local Laws of Maryland, as the same is contained in the
Harford County Code (Higinbothom's 1942 Ed. ), title "Har-
ford County, " sub-title "Taxes and County Treasurer, " be
and the same is hereby repealed and that five new sections
be added to said Article, said new sections to be known as
Sections 466, 466A, 466B, 466C, and 466D, and to follow im-
mediately after Section 465 of said Article, all to read as
follows:
466. Every county agency shall submit to the County Com-
missioners of Harford County on or before September 1st
in each year a detailed and itemized estimate of the amounts
to be required for the operation of such agency during the
ensuing fiscal year, classified in such form and containing
such other information as the County Commissioners shall
require from time to time. Such estimate shall be submitted
under the oath of the official in charge of such agency that
such estimate and the matters and facts contained therein
are true and correct to the best of his knowledge, informa-
