priate resolution: Allegany, Carroll, Dorchester, Frederick,
Prince George's, Worcester, Washington and Wicomico. The
County Treasurers of Somerset County, Calvert County and
Garrett County are hereby mandatorily directed to act as the
agent of the Commissioner of Motor Vehicles in the registra-
tion of motor vehicles of the Class A. passenger or pleasure
type and to issue metal plates or markers, as hereinabove pre-
scribed.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 126

(House Bill 17)

AN ACT to repeal and re-enact, with amendments, Sub-section
(a) 'of Section 145 and Section 146 of Article 66 1/2 of the
Annotated Code of Maryland (1947 Supplement), title
"Motor Vehicles", sub-title "Operation of Vehicles Upon
Highways", relating to the duties of the operator of street
cars or trackless trolleys at the time of accidents.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section (a) of Section 145 and Section 146 of
Article 66 1/2 of the Annotated Code of Maryland (1947 Sup-
plement), title "Motor Vehicles", sub-title "Operation of
Vehicles Upon Highways", be and they are hereby repealed
and re-enacted, with amendments, to read as follows:

145.

(a) The driver of any vehicle, street car or trackless trolley
involved in an accident resulting in injury to or death of any
person shall immediately stop such vehicle, street car or
trackless trolley at the scene of such accident or as close
thereto as possible but shall then forthwith return to and in
every event shall remain at the scene of the accident until
he has fulfilled the requirements of Section 147. Every such
