To the Clerk of the Court of Appeals:

I, BERTRAM L. BOONE, II, SECRETARY OF STATE OF THE STATE
OF MARYLAND, pursuant to the direction contained in Section
203 of Article 33 of the Annotated Code of Maryland (1947
Supplement), DO HEREBY CERTIFY^ That at the General Election
held in this State on Tuesday, November 2, 1948, an Act
known as Chapter 15 of the Special Session of the General
Assembly of 1948, was submitted to the voters of Carroll
County, Maryland, for their adoption or rejection under the
provisions thereof, said Act being:

"An Act to authorize and empower the County Commis-
sioners of Carroll County at their discretion to issue
school bonds and road bonds not exceeding for each
the amount of f 1, 500, 000, relating generally, to the
sale, issue and redemption of said bonds, and to the
use of the proceeds thereof. "

AND i DO CERTIFY, That at said election 7, 499 votes were
cast in favor of the adoption of Chapter 15 of the Acts of the
Special Session of 1948, and 2, 129 votes were cast against the
adoption of the said Act, and a majority being cast in favor
of the referred law, it was therefore ratified by the voters of
Carroll County.
