sub-title "Process'-', relating to the place at which suit may
be brought in certain tort actions.

This Bill is intended to amend Section 157 of Article 75 of
the Code by the addition of a provision that in negligence
cases the defendant or defendants may be sued in the county
where the cause of action arises, rather than in the county
where the defendants reside. The provisions of existing law
have been in force for many years. There is always incon-
venience when a plaintiff is called upon 'to prosecute a suit
in a county other than that in which he resides, and it seems
to me that little good can be accomplished by transferring that
inconvenience to the defendant. I have concluded to veto this
Bill.

PUBLIC SECURITIES
HOUSE BILL No. 750

AN ACT to add a new section to Article 31 of the Annotated
Code of Maryland (1939 Edition and 1947 Supplement),
title "'Debt—Public", sub-title "Public Securities", said new
section to be known as Section 37, and to follow imme-
diately after Section 36 of said Article, relating to municipal
bond issues in Prince George's County.

This Bill is intended to repeal Sections 33 to 36, both inclu-
sive, of Article 31 of the Code in so far as the municipal cor-
portions of Prince George's County are concerned. Those
sections of the general law deal with the issuance, sale and
maturity of public securities. If their provisions are such
that in any given case a political subdivision finds it im-
possible or inappropriate to follow them, the enabling Act
under which bonds are issued may be drawn with a provision
that those sections shall have no application to the bonds
authorized. I feel that the importance of these provisions is
such that they should not be repealed generally, even as to
the municipal corporations in Prince George's County. There-
fore, I have vetoed this Bill.

SENATE BILL No. 256

AN ACT to repeal and re-enact, with amendments, Section 15
of Article 78B of the Annotated Code of Maryland (1947
Supplement), title "Racing Commission", increasing the
number of days for which certain Agricultural and Fair As-
sociations may conduct races.
