1940 VETOES.
This Bill provides for the licensing of games of chance,
including slot machines in different election districts in Wor-
cester County.
Under its terms the Bill is subject to a referendum before
it becomes effective, but that result, instead of depending upon
a county-wide vote, is determined for each election district by
the vote in that particular district.
The question, if determined; at all, should be decided by the
sentiment of the people of the county as a whole.
The Bill further provides for the appointment of an Amuse-
ment Licensing Board by the Governor. A Board for such
purposes should be appointed by county authorities.
There may be other objections to the application of the
terms of the Bill, but the above are sufficient to warrant its
veto.
HOWARD COUNTY
HOUSE BILL No. 437
AN ACT to repeal and re-enact, with amendments, Section 76
of Article 14 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Howard County", sub-title "County
Commissioners and County Collectors", relating to work
done by the County Commissioners which must be done by
contract and providing that said section shall not apply
when the County Commissioners desire to do construction
or improvement work on county roads with their own forces,
provided that any such proposed road project shall not
exceed an estimated cost of Sixty-five Hundred Dollars
($6, 500. 00).
The provisions of this Bill are duplicated in House Bill No.
427 (Ch. 730). For that reason the Bill has been vetoed.
INSANE
SENATE BILL No. 23
AN ACT to repeal and re-enact, with amendments, Sections
30 and 31 of Article 59 of the Annotated Code of Maryland
(1939 Edition), title "Lunatics and Insane", sub-title "Board
of Mental Hygiene", relating to the licensing of hospitals
for the reception or detention of insane persons.
The provisions of this Bill have been incorporated in the
Bill providing for the new Mental Hospital Program, and for
that reason has been vetoed.
