cester County", to be under a new sub-title "Fenwick", said
sections to be known as Sections 78A to 78S and to follow
immediately after Section 78 of said Article, incorporating
the town of Fenwick and providing for the government
thereof.

The purpose of this Bill is to incorporate the town of Fen-
wick, located in Worcester County. This is a small, rural
community located south of the Maryland-Delaware State line,
between the Atlantic Ocean and the Sinepuxent Bay. One pro-
vision of the charter authorizes the town officials to make their
own assessment of property which is subject to taxation and
another one authorizes them to regulate the speed of vehicles,
both of which provisions are inconsistent with State law.
Article 81 of the Code requires all incorporated towns to make
levies for taxes on assessments made pursuant to that Article;
and Article 66 1/2 of the Code has made provision for the regu-
lation of motor vehicle traffic, and in express terms it has
repealed all local laws and provisions of municipal charters
which are equivalent thereto or inconsistent therewith. I have,
therefore, vetoed this Bill.

FISH

HOUSE BILL No. 459

AN ACT to repeal and re-enact, with amendments, Section 72
of Article 39 of the Annotated Code of Maryland (1939
Edition), title "Fish and Fisheries", sub-title "Concurrent
Law on the Potomac River", extending the time permitted
for gill net fishing.

The Commission of Tidewater Fisheries has expressed to me
its opposition to this Bill, and I have concluded, therefore, to
veto it.

SENATE BILL No, 521

AN ACT to add 7 new sections to Article 24 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Wor-
cester County", sub-title "Amusement Licenses", said new
sections to be known as Section 105A to 105G, inclusive, and
to follow immediately after Section 105 of said Article, relat-
ing to the licensing of mechanical devices, and machines of
chance, and the licensing of Bingo, Keno, Fortune, Hearts
and other games, and providing for a referendum thereon
by election districts in said county.
