for State and County purposes. Under the provisions of Sec-
tion 9 of Article 81 of the Code, all town taxes are required
to be levied upon assessments made by the County Commis-
sioners of the county in which the town is situated. It seems
to me that a departure from the policy of the State-wide law
is unnecessary. Another section of this Bill grants to the
municipality the power to regulate the speed of vehicles. Under
the provisions of Chapter 1007 of the Acts of 1943, the charters
of all municipal corporations were repealed to the extent that
they were equivalent to or in conflict with the provisions of
Article 66 1/2 of the Code, and, as a result, the regulation of
motor vehicle traffic is now vested in the General Assembly
rather than with the governing bodies of the various municipal
corporations of this State. I should be reluctant to depart
from the State-wide law in so far as assessments are concerned
and equally so as to regulation of motor vehicle traffic. Ac-
cordingly, I have vetoed this Bill.
DEPARTMENT OF CORRECTION
HOUSE BILL No. 29.
AN ACT to repeal and re-enact, with amendments, Section
768 of Article 27 of the Annotated Code of Maryland (1947
Supplement), title "Crimes and Punishments", sub-title
"Department of Correction", eliminating the provisions as
to the compensation to be paid to the Assistant Warden
and Guards of the Maryland Penitentiary and House of
Correction and providing that said Assistant Warden and
Guards of said institutions shall be paid such compensation
as shall be provided in the State Budget.
The provisions of existing law are, in my opinion, entirely
adequate in the premises, and I have, therefore, vetoed this
Bill.

SENATE BILL No. 80
AN ACT to add a new section to Article 41 of the Annotated
Code of Maryland (1939 Edition), title "Governor—Execu-
tive and Administrative Departments", sub-title "Depart-
ment of Legislative Reference", said section to be known as
Section 100A and to follow immediately after Section 100
of said Article, relating to treatment of the Director of the
Department of Legislative Reference for retirement pur-
poses.
This Bill duplicates House Bill No. 79 which has been
signed (Ch. 19). Therefore, Senate Bill No. 80 has been vetoed.
