Courts in Baltimore City. Under existing law, the Comptroller
has the authority to fix the compensation of all employees in
the offices of the several Clerks and it seems to me that this
Bill should be vetoed inasmuch as it departs from a long
established and uniform practice. I am confident that an
application for any justified raise in pay will receive careful
consideration by the Comptroller.
CONSTRUCTION FIRMS
HOUSE BILL No. 229
AN ACT to add a new section to Article 56 of the Annotated
Code of Maryland (1939 Edition), title "Licenses", sub-title
"Construction Firms or Companies", said new section to be
known as Section 291A and to follow immediately after Sec-
tion 291 of said Article as said Section 291 was amended by
Chapter 53 of the Acts of 1941, providing that contractors
must post a bond for completion in Anne Arundel County.
The provisions of this Bill are, in my opinion, both unwise
and unnecessary. The owner of property has means available
for his protection in cases of this kind without aid of public
authorities, and I have therefore vetoed this Bill.
COURTS
HOUSE BILL No. 131
AN ACT to repeal and re-enact, with amendments, Section 23
of Article 26 of the Annotated Code of Maryland (1939
Edition), title "Courts", sub-title "Judgments", relating
to judgments rendered in Montgomery and Frederick
Counties.
Section 23 of Article 26 of the Code, designed to be amended
by this Bill, was amended by House Bill No. 672 (Ch. 621),
which I have already approved. Therefore, I have vetoed this
Bill.
CRABS
SENATE BILL No. 106
AN ACT to repeal and re-enact, with amendments, Section
111 A of Article 39 of the Annotated Code of Maryland (1947
Supplement), title "Fish and Fisheries", sub-title "Crabs",
relating to the taking of crabs in this State.
This Bill would permit the use of hand drawn net scrapes
in the waters of the State.
