Annotated Code of Maryland (1947 Supplement), title
"Clerks of Courts", sub-title "General Duties of Clerks",
relating to the compensation of the Clerks of the Circuit
Courts of Baltimore, Montgomery, Frederick, Howard,
Somerset, Caroline, Calvert, Prince George's, Charles, Balti-
more, St. Mary's and Montgomery Counties.

The title of this Bill is defective and inasmuch as its pur-
pose is to increase the compensation of certain Clerks of
Courts and its provisions cannot, of course, become effective
until after the election in 1950, I have concluded to veto this
Bill. As there will. be another session of the General Assembly
in February, 1950, the matter may be considered again at
that time.

SENATE BILL No. 250

AN ACT to repeal and re-enact, with amendments, Section 19
of Article 17 of the Annotated Code of. Maryland (1939
Edition), title "Clerks of Courts", sub-title "General Duties
of Clerks", relating to commissions to be paid the Clerks of
Courts for receiving and paying over certain public money.

This Bill is designed to repeal and re-enact, with amend-
ments, Section 19 of Article 17 of the Annotated Code (1939
Edition). That section was repealed and re-enacted by Chap-
ter 988 of the Acts of 1943 and was re-amended by Chapter
654 of the Acts of 1945 and Chapter 518 of the Acts of 1947.
It is by that section that the salaries of the Clerks of the
Courts throughout the State are established. The purpose of
this Bill is to increase the commissions of the Clerk of the
Court of Common Pleas of Baltimore City for receiving and
paying over public money. The commissions to which the
Clerks are entitled for performing that service are now con-
tained in Sub-section 39 of Section 12 of Article 36 of the
Code. That is the section which should have been amended
rather than Section 19 of Article 17, which provides for the
payment of the salaries to the Clerks. For this reason I have
vetoed this Bill.

HOUSE BILL No. 403

AN ACT to repeal and re-enact, with amendments, Section 20
of Article 17 of the Annotated Code of Maryland (1947
Supplement), title "Clerks of Courts", sub-title "General
Duties of Clerks", relating to pay increases of the employees
of the Clerks of Courts in Baltimore City.

This Bill will require an increase of $300. 00 in the salary
of each employee of the offices of the Clerks of the several
