1904 JOINT RESOLUTIONS.

NO. 12
(Senate Joint Resolution 16)

Joint Resolution expressing gratitude and appreciation to
Dr. G. Wilson Shaffer and Dr. Paul V. Lemkau.

WHEREAS, on January 31, 1949, the Joint Committee of the
Senate and House to Study the State Mental Hospitals ap-
pointed Dr. G. Wilson Shaffer and Dr. Paul V. Lemkau as
'Consultants, and

WHEREAS, in their work with the Committee Dr. Shaffer
and Dr. Lemkau gave to the State of Maryland the benefit of
their services in the field of Psychiatry which proved of incal-
culable value to the Committee, and

WHEREAS,, the contribution of their time, energy, and ex-
pert knowledge on a voluntary basis, is an exemplification of
that high type of citizenship which sets a fine example to the
public at large; now therefore, be it

Resolved "by the General Assembly of Maryland, That the
appreciation and gratitude of the members of the General
Assembly be and they are hereby extended to Dr. G. Wilson
Shaffer and Dr. Paul V. Lemkau for their outstanding con-
tributions to the work of the Committee in seeking a solution
to the State mental hospital problem.

(Senate Joint Resolution 21)

Joint Resolution requesting the Governor to appoint a special
Commission to study the law imposing a tax on gross re-
ceipts of certain corporations.

WHEREAS,, the law imposing a tax on the gross receipts of
certain corporations was first enacted in 1872; and

WHEREAS, the present rates on the gross receipts of rail-
road, telegraph, telephone and pipe line companies have been
in effect since 1906, notwithstanding the many economic and
industrial changes which have taken place in the meantime;
