The County Commissioners of Baltimore County shall pre-
scribe rules and regulations for the purchase of such materials
and supplies, in order that they may be purchased to the best
advantage. Said rules and regulations shall, in the discretion
of the County Commissioners, provide for competitive bidding
when feasible.
Said County Commissioners are hereby authorized to em-
ploy such clerical and other assistance as said Purchasing
Department shall from time to time require, and to levy taxes
for the cost of maintenance of said Department.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1949.

AN ACT to repeal and re-enact, with amendments, Section
238 of the Code of Public Local Laws of Baltimore County
(Smith's 1948 Edition), title "Pensions", sub-title "General
County System", to eliminate the provision that the same
shall not apply to any officers, agents, servants or employees
of said County for whom there are existing pension pro-
visions, and including employees of the regular Fire and
Police Departments of said County therein.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 238 of the Code of Public Local Laws of
Baltimore County •(Smith's 1948 Edition), title "Pensions",
sub-title "General County System", be and the same is hereby
repealed and re-enacted, with amendments, to read as follows:
238. The County Commissioners of Baltimore County are
hereby authorized and empowered to establish and maintain
a general system of pensions and retirements for the benefit
and advantage of its officers, agents, servants and employees,
with necessary classifications and terms of admission; to pro-
vide that upon the establishment of any such system of pen-
sions and retirements, its officers, agents, servants and em-
ployees theretofore or thereafter appointed, by whatever
authority, except those appointed directly by the Governor
of Maryland, whose salary or compensation is paid by the
County Commissioners of Baltimore County, shall be eligible
to admission to such pension or retirement system, subject to
