of said city, and shall take into custody all persons so
offending against the public peace, and shall have the au-
thority to take suitable and sufficient bail for the appear-
ance before said Court of any person charged with the
offenses within the jurisdiction of said Court; and it shall
be his duty to arrest all persons who shall obstruct or in-
terfere with him in the execution of the duties of his office
or who shall be guilty of disorderly conduct or any distur-
bance whatever. He shall give such bond for the faithful
performance of his duty and shall perform such other duties
and possess such other powers, rights and authority, in
addition to those herein provided, as the Mayor and Coun-
cilmen may require and confer upon him, not inconsistent
with the constitution and laws of this State and the provi-
sions of this Act. In the case of absence, sickness or in-
ability to act as the Chief of Police, the Police Commissioner
or the Mayor and Councilmen shall have the power and it
shall be their duty to designate some other member of said
police department as acting Chief of Police during the
period of such absence, sickness or inability of said Chief
of Police.

CIVIL SERVICE COMMISSIONERS

201. (a) The Mayor and Councilmen at their first meet-
ing in the month of June, 1928, shall appoint three civil
service Commissioners, one of whom shall hold office until
the first Monday in April, 1930, one until the first Monday in
April, 1932, and one until the first Monday in April, 1934,
and on the first Monday in April, 1930, and on the first
Monday in April, biennially thereafter shall appoint one
civil service commissioner to serve for a term of six years,
so that the said board of civil service commissioners shall
always consist of three members.

(b) The chairman of the commission for each biennial
period shall be the member whose term first expires. No
person while on the said commission shall hold or be a
candidate for any office of public trust in the City of Frost-
burg. Two of said members shall constitute a quorum to
transact business. The commissioners must be citizens of
Maryland and residents of Frostburg for more than three
years next preceding their appointment.

(c) The Mayor and Councilmen may remove any of the
said commissioners during their term of office for cause,
and shall fill any vacancies that may occur in said com-
mission for the unexpired term. The Mayor and Council-
men shall provide a suitable room in which the said civil
