proposed new charter, this Act shall continue to be of full
force and effect.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 748
(House Bill 609)

AN ACT to repeal and re-enact, with amendments, Sections
200 and 201 of Article 1 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Allegany Coun-
ty", sub-title "Frostburg", relating to the employees to be
placed under the jurisdiction of the Civil Service Com-
mission and rearranging said sections.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 200 and 201 of Article 1 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Allegany County", sub-title "Frostburg", be and they are
hereby repealed and re-enacted, with amendments, to read
as follows:

200. (a) The Mayor and Councilmen shall have full power
and authority to establish and maintain a police depart-
ment to be composed of a Chief of Police and Assistant
Chief of Police and such number of patrolmen or police-
men as said Mayor and Councilmen may by ordinance deem
necessary, said officers and members of said police depart-
ment to be appointed and their duties to be fixed, defined
and regulated as hereinafter provided. (b) The Chief of
Police shall attend upon the Court which may be designated
by law for the trial of offenses arising under any ordinance,
rule or regulation now or hereafter enacted by the Mayor
and Councilmen pursuant to the City Charter, and shall
promptly and faithfully execute all writs and processes
issuing from said Court. He shall be active in quelling riot,
disorders and disturbances of the peace within the limits
