SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to the Code
of Public Local Laws of Baltimore County (Smith's 1948
Edition), to be known as Section 84A, under a new title to
be known as Title "7A", entitled "Electrical Business"7, and
to read as follows:
ELECTRICAL BUSINESS
84A. (a) The County Commissioners of Baltimore County
are hereby authorized and empowered to have and exercise
within Baltimore County general supervision and control
over the conduct of the electrical business, including, but not
limited to, the business of installing, erecting or repairing, or
contracting to install, erect or repair electric wires or con-
ductors, to be used for the transmission of electric current for
electric light, heat or power purposes, or mouldings, ducts,
raceways or conduits for the reception or protection of such
wires or conductors, and the installation, maintenance, repair
and use of any electrical machinery, apparatus, devices or
fixtures.
(b) Said County Commissioners shall have the power and
are hereby authorized to make and from time to time to
amend, supplement and repeal, such rules and regulations for
the issuance of licenses to conduct such business, the exami-
nation of applicants therefor, the issuance of permits for such
work, the inspection of such work, and such other regulations
as they may from time to time find necessary and proper in
order to supervise and control the conduct of the electrical
business in the public interest, and in order to safeguard the
public health, safety, morals and general welfare; provided
that such regulations shall contain proper standards for the
exercise of the discretion hereby conferred, shall operate uni-
formly, and that before said County Commissioners shall
adopt any such regulations they shall hold a public hearing
thereon after at least ten days notice to the public by publi-
cation in one or more newspapers published in Baltimore
County.
Such regulations may impose reasonable charges and fees
for licenses, permits, inspections and other services rendered
by the administrative officials under the authority hereof.
(c) Said County Commissioners shall have the power, in
providing for the administration and enforcement of regula-
tions adopted hereunder, to appoint an Electrical Adminis-
trative Board to consist of five members, and to impose on
and vest in said Board such duties and powers as may be
necessary and advisable for the proper administration and
