shall be taken as restricting any control which the State
Board of Health of Maryland and the Dept. of Geology,
Mines and Water Resources are empowered to exercise within
any sanitary district and nothing in this sub-title shall apply
to the City of Cumberland.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

(House Bill 357)
AN ACT to add a new section to Smith's Code of Public Local
Laws of Baltimore County (1948 Edition), title "Public
Works", sub: title "Parking and Traffic Regulations", to be
known as Section 317A and to follow immediately after
Section 317, authorizing the County Commissioners of
Baltimore County to install parking meters on the public
streets in said county and to adopt regulations for the use
thereof and to prescribe penalties for the violation of such
regulations.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Smith's
Code of Public Local Laws of Baltimore County (1948 Edi-
tion), title "Public Works", sub-title "Parking and Traffic
Regulations", to be. known as Section 317A and to follow
immediately after Section 317, and to read as follows:
317A. In addition to the powers hereinbefore conferred
upon them to pass and adopt rules, orders and regulations
regulating and/or limiting the parking or movement of auto-
mobiles or other vehicles on any public highway of said
county, the County Commissioners of Baltimore County are
hereby authorized to acquire and install parking meters on the
public highways of said county, including those highways
under the jurisdiction and control of the State Roads Com-
mission, at such places as they shall determine, and to adopt
such rules, orders and regulations as they may deem neces-
