qualified voters thereof. No person shall be eligible for
appointment to said Commission by the Board of County Com-
missioners of Allegany County if he shall have held any elec-
tive or appointive office at any time during the five years
immediately preceding such appointment. The term of each
of the three members shall be six years or until their suc-
cessors are appointed and have qualified, except that the first
Commissioner named by said Board of County Commissioners
shall serve for two years, the second for four years, and the
third for six years from the date of their appointment, and
as the term of each Commissioner expires, his successor shall
be appointed by the Board of County Commissioners of Alle-
gany County. Any vacancy in the personnel of the Commis-
sion shall be filled by appointment by the Board of County
Commissioners of Allegany County for the unexpired term.
The County Commissioners shall name one of the mem-
bers of the Commission as the Chairman thereof, and shall
appoint, discharge at pleasure and subject to the approval
of the Board of County Commissioners of Allegany County,
shall fix the compensation of the Secretary-Treasurer, a Chief
Engineer, and such engineering, legal, clerical and other per-
sonnel and help, as from time to time the Commission may
deem necessary to carry out the provisions of this sub-title.
The Chairman of the Commission shall be paid $12. 00 for
each day on which he is engaged in the work of the Commis-
sion, and each other Commissioner shall be paid $10. 00 for
each such day. The Secretary-Treasurer appointed by the
Commission shall be the collector of all charges and as-
sessments made by the Commission, and shall receive
and account for all monies which shall be due and pay-
able to said Commission from any source whatsoever. All
monies deposited shall be protected by a depository bond^
or by such other securities as may be approved by the said
Commission. The Secretary-Treasurer shall give bond to the
State of Maryland to the amount of $10, 000 with a good and
sufficient surety to be approved by the said Commissioners,
with the condition "that if the above bounden............

shall well and faithfully execute his office and shall account to
the said Commission for all monies which he shall receive for
account of the Commission, or be answerable for by law, then
the said obligation to be void, otherwise to be and remain in
full force and effect". The said bond, when approved, shall
be recorded in the office of the Clerk of the Circuit Court
for Allegany County; and the person so appointed, before
entering upon the duties of his office, shall take an oath before
the Clerk of the Circuit Court for said county, in form similar
to that taken by collectors of taxes, except as to the title of
the office. The Commission is hereby empowered to pay the
