CHAPTER 715
(House Bill 350)
AN ACT to add 26 new sections to Article 1 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Alle-
gany County", to be under sub-title "Metropolitan Commis-
sion", said new sections to be known as Sections 463A to
463Z, inclusive, and to follow immediately after Section 463
of said Article, to create certain sanitary districts within
Allegany County, Maryland, and to incorporate the same;
to provide for the government thereof; to provide for the
construction, maintenance, operation, purchase, condemna-
tion or acquisition by gift of water supply, sewerage and
drainage systems; and the purchase or condemnation of any
land, structures or buildings or any stream bed, waterway,
water rights, or watershed or any rights therein required
for use in the construction, maintenance or operation of
water supply, sewerage and drainage systems; to provide
for the issuance of bonds for the purpose of such construc-
tion and the levy of taxes, assessments and benefits, water
charges and rates for the payment of said bonds in each
district; to provide for the operation, maintenance, regula-
tion and control of said systems; and to provide penalties
for certain offenses defined herein, and for other purposes.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That 26 new sections be and they are hereby added to
Article 1 of the Code of Public Local Laws of Maryland (1930
Edition), title "Allegany County", to be under sub-title
"Metropolitan Commission", said new sections to be known
as Sections 463A to 463Z, inclusive, to follow immediately
after Section 463 of said Article, and to read as follows:
463A. For the purpose of carrying out the provisions of
this sub-title, the sanitary districts created hereafter shall be
under the jurisdiction of a Commission of three persons, all
of whom shall be appointed within thirty days after the effec-
tive date of this Act, by the Board of County Commis-
sioners of Allegany County, and all of whom shall reside in
Allegany County outside of the corporate limits of the City
of Cumberland, be resident taxpayers of said county and
