(3) AISLES. To regulate and prevent the obstruction of
aisles in public halls, churches, and places of amusement, and
to regulate the construction and operation of the doors and
means of egress thereto.

(4) (Vacant. )

(5) APPROPRIATIONS. To appropriate City monies for any
purpose within the powers of the Mayor and City Council.

(6) AUCTIONEERS. To regulate the sale of all kinds of
property at auction in the streets, stores, shops or elsewhere
in the City, and to license auctioneers.

(7) BAND. To establish a municipal band, symphony
orchestra, or other musical organization, for the purpose of
giving free concerts to the people of the City, and to regulate
by ordinance the conduct and policies of such band, symphony
orchestra, or other musical organization.

(8) BANNERS. To regulate or prevent the flying of flags,
banners or signs across the streets or from houses.

(9) BILLBOARDS. To license, tax and regulate, restrain or
prohibit the erection or maintenance of bill boards within
the City, the placing of signs, bills and posters of every kind
and description on any building, fence, post, billboard, pole
or other place within the City.

(10) BRIDGES. To erect and maintain bridges.

(11) BUILDINGS. To authorize and require the inspection
of buildings and structures erected, or to be erected, or in
process of erection; to authorize the license therefor to be
revoked and the condemnation thereof in whole or in part
when dangerous or insecure; to authorize the same to be
taken down within a specified time by the owner thereof, or
in default thereof to authorize the same to be taken down at
the said owner's expense, or in case of an emergency, to
authorize the same to be taken down by the City; to tear
down buildings or parts of buildings rendered dangerous by
fire or other catastrophe; to regulate by ordinance the loca-
tion, size, character and cost of all buildings to be erected.

(12) CEMETERIES. To regulate or prohibit the interment
of bodies and to authorize the removal of bodies now or here-
after buried; and to regulate cemeteries.

(13) CONTRACTS. To make contracts providing for the
collection of garbage, ashes, and trash, and for other muni-
cipal services, with such conditions and payments as may be
provided by the Mayor and City Council.
