for or in aid of the construction or purpose for which any
such notes or bonds have been issued under the provisions
of this sub-title and to make such contracts, containing such
terms, provisions and conditions, as in the discretion of
the Mayor and City Council may seem necessary, proper or
advisable, for the purpose of obtaining or securing grants
or financial assistance from any Federal or State agency
willing to extend the same in furtherance of the purposes of
any such issue of notes or bonds.
172. WATER BONDS. The provisions of this sub-title
shall be in addition to, and not in substitution of, provisions
found elsewhere in this Article as to bonds issued and sold
for the water system of the City of Cumberland.
173. TAX EXEMPTION. All bonds and notes issued and
sold by the Mayor and City Council under the authority of
this sub-title shall be exempt from all State, County and
municipal taxes in Maryland, unless otherwise specified.
174. PENALTY. If the Mayor or any member of the
City Council or any City officer or employee shall violate any
of the provisions and terms under which any such notes or
bonds were to be issued, or expend or attempt to expend any
of the proceeds thereof for a purpose other than those speci-
fied therein, as to any notes or bonds issued by the City, he
or they shall be adjudged guilty of a misdemeanor, and upon
conviction thereof shall each be sentenced to pay a fine of
not more than One Thousand Dollars or to confinement in
the Allegany County Jail for not more than six months, or
both such fine and imprisonment in the discretion of the
Court.
GENERAL POWERS
175. POWERS. (1) GENERAL POWERS. The Mayor and
City Council shall have power to pass all such ordinances
not contrary to the Constitution and laws of this State, as
it may deem necessary, for the good government of the City;
for the protection and preservation of the City's property,
rights and privileges; for the preservation of peace and good
order and for securing persons and property from violence,
danger or destruction; and for the protection of the health,
comfort and convenience of the citizens of Cumberland and
visitors thereto or sojourners therein.
(2) ENUMERATION. The Mayor and City Council shall have
power to pass all ordinances:
