whole or in part, the Council, or a board of three examin-
ers, appointed by them for such purpose, shall give at
least ten days' notice in one or more newspapers of the
City, of their purpose to lay out, open, extend, widen,
straighten or close up such street, highway, lane, alley,
square, sewer, sanitary sewer, drain or water course, as
the case may be, and of the day, hour and place of their
meeting for said purpose; and the Council or examiners so
appointed shall meet at the time and place mentioned in the
notice given by them, and proceed to exercise the powers
and perform the duties assigned to and required of them,
and to ascertain whether any and what amount in value of
damages will be caused thereby, for which the owner or
occupant of any right or interest claimed in any ground
or improvements ought to be compensated, over and above
the amount in value of benefit which will thereby accrue to
such owner or occupant, and ascertain whether any and
what amount of benefit will thereby accrue to any lot or
parcel of ground within or adjacent to said City, or to the
owner or occupant thereof, and which said lot or parcel of
ground or the owner or occupant ought to pay; the meet-
ing so held may be adjourned from time to time, without
further notice, until a final ascertainment has been made.

67. Whenever the City shall have proceeded to execute
the powers conferred in the preceding section, the Council
or the examiners appointed by them shall have prepared
an explanatory map which shall contain a correct descrip-
tion of the street, highway, lane, alley, square, sewer,
sanitary sewer, drain or water course proposed to be laid
out, opened, extended, widened, straightened or closed up
by them, with each separate lot or parcel of ground deemed
to have sustained damages or received benefits, and shall
give at least ten days' notice in one or more newspapers of
the City, that they will meet at a time and place mentioned
in said notice, to award damages to the owner or occupant
of any lot or parcel of ground which will be damaged, and
assess benefits against the owner or occupant of any lot
or parcel of ground which will be benefited. They shall
then transmit their decision with the explanatory map to
the Mayor, or some City employee designated by the Mayor,
who shall cause the same to be recorded in a book to be
kept for that purpose.

68. After a decision is rendered in the manner pro-
vided in the preceding section the Council may order and
direct the said street, lane, alley, square, highway, sewer,
sanitary sewer, water-course or drain, as shown upon the
