under the authority of this sub-title, and to make such con-
tracts, containing such terms, provisions and conditions, as
in the discretion of the Mayor and City Council may seem
necessary, proper and advisable, for the purpose of obtaining
or securing grants or financial assistance from any Federal
or State agency willing to extend the same in furtherance of
the purposes of any such issue of notes or bonds.

162. OTHER BONDS. The provisions of this sub-title
shall be in addition to, and not in substitution of, provisions
found elsewhere in this Article as to bonds issued and sold
for the general corporate purposes of the City.

163. TAX EXEMPTION, All bonds and notes issued and
sold by the Mayor and City Council under the authority of
this subtitle shall be exempt from all State, county and
municipal taxes in Maryland, unless otherwise specified.

164. PENALTY. If the Mayor or any member of the City
Council or any City officer or employee shall violate any of
the provisions and terms under which any such notes or
bonds were to be issued, or expend or attempt to expend any
of the proceeds thereof for a purpose other than those speci-
fied therein, as to any notes or bonds issued by the City, he
or they shall be adjudged guilty of a misdemeanor, and upon
conviction thereof, shall each be sentenced to pay a fine of
not more than One Thousand Dollars or to confinement in
the Allegany County Jail for not more than six months, or to
both such fine and imprisonment in the discretion of the
Court.

165. SUPERINTENDENT. The Mayor and City Council
may act in conjunction with the Board of Directors of the
Evitts Creek Water Company in appointing a competent per-
son as Superintendent of Impounding Dams, who shall be a
member of the Unclassified Service, and may provide by ordi-
nance for the duties of the said Superintendent.

PUBLIC DEBT

166. ORDINARY BORROWING POWER, (a) The Mayor
and City Council shall have, and is hereby given, express
power and authority to borrow from time to time, if and
as needed, for its immediate and usual corporate purposes,
such sum or sums of money as may be necessary for such
purposes, and to pledge the faith and credit of the City
therefor, subject only to the provisions of this section unless
otherwise specified.
