(b) The Mayor and City Council is authorized in its dis-
cretion to purchase any property, real or personal, offered
for sale to enforce the payment of State and County taxes
due thereon, or any such property offered for sale by the Tax
Collector of the City to enforce the payment of any City
taxes, water rents, or any other City liens or assessments.
The Mayor and City Council may sell, convey or lease any
such property so purchased, in its discretion, after having
duly advertised its intention so to sell, convey, or lease and
after having accepted public bids for such sale, conveyance,
or lease, and may give a valid lease or deed therefor to the
lessee or purchaser of the same.

119. WATER RENTS. The Water Department shall
certify to the Tax Collector all water rents when due and
payable, and the Tax Collector shall proceed to collect the
same as taxes, agreeably to the provisions of this sub-title.

120. STATEMENTS. The Mayor and City Council shall
at intervals of not more than once a year publish in two
newspapers of the City a full and complete statement of all
taxes and other revenues collected during such previous
period, indicating the sources from which such moneys were
derived and also the expenditures and disposition thereof.
Such statement shall include funds realized from the sale of
bonds and notes, showing the source and disposition thereof.

POLICE DEPARTMENT

121. ESTABLISHMENT. The Mayor and City Council
shall have full power and authority to establish and maintain
a Police Department.

122. DUTIES, (a) The Chief of Police is the head police
officer of the City and the head of the Police Department.
He shall enforce generally within the police jurisdiction of
the City all State laws applicable thereto and all ordinances
and orders of the Mayor and City Council. He shall subdue
riots, disorders, and disturbances of the peace, and shall
take into custody all persons so offending against the public
peace. He shall arrest all persons who shall obstruct or in-
terfere with the execution of his duties.

(b) The Chief of Police shall attend upon any Court hav-
ing the enforcement of any such offenses, and shall promptly
and faithfully execute all writs and process issuing from said
Court.

(c) He shall perform such other lawful duties as are im-
posed upon him by the Mayor and City Council and the City
Manager.
