1686 LAWS OF MARYLAND. [CH. 702

MAYOR AND CITY COUNCIL

32A. FORM OF GOVERNMENT. The municipal govern-
ment provided by this Article shall be that known as
"council-manager" government. Pursuant to its provisions
and subject only to the limitations imposed by the State
Constitution, the general laws of the State, and this Article,
all legislative powers of the City shall be vested in an elective
Council of five persons, consisting of four Councilmen and a
Mayor, hereinafter referred to as the Mayor and City Council,
which shall enact ordinances, adopt budgets, determine poli-
cies, and appoint a City Manager, with the latter to execute
the laws and administer the government of the City. All
powers of the City shall be exercised in the manner prescribed
in this Article, and if the manner is not prescribed, then in
such manner as may be determined by order or ordinance of
the Mayor and City Council.

33. QUALIFICATIONS. The Mayor shall be at least
thirty years of age at the time of his election, and each mem-
ber of the City Council shall be at least twenty-five years of
age at the time of his election. The Mayor and each member
of the City Council shall be a citizen of the United States,
and a resident of the City for at least five years immediately
preceding his election.

34. SALARY. The Mayor shall receive a salary of
Fifteen Hundred Dollars per annum, and each member of
the City Council shall receive a salary of Twelve Hundred
Dollars per annum, all payable in equal monthly install-
ments.

35. TERM. The Mayor and City Council shall hold office
for a period of two years from the first Monday in April next
succeeding their election, and until their successors have been
duly elected and qualified.

36. OATH OF OFFICE. The Mayor and each member of
the City Council shall take an oath before the Clerk of the
Circuit Court of Allegany County, faithfully to perform the
respective duties of their offices, to obey the Constitution and
laws of the State of Maryland and of the United States, and
shall further take oath that he is not under obligation, either
directly or indirectly, to appoint or elect any person to any
office, position or employment within the power of the gov-
ernment of the City.

37. BONDS. The Mayor and each member of the City
Council, before entering upon the respective duties of their
