standing North 28 degrees 59 minutes East 237 feet from a
crow foot cut on the top of the southerly end of a 10 foot
by 6 foot culvert which carries the water of a nearby ravine
under the McMullen Highway at the foot of the hill just
West of the Dingle; thence, South 12 degrees 41 minutes
West 523. 3 feet to a monument standing on the Maryland
Bank of the North Branch of the Potomac River, said monu-
ment also standing due South 302. 8 feet from the crow foot
cut in the top of the concrete culvert as afore described;
thence down and along with the meanders of the Maryland
Bank of the North Branch of the Potomac River, crossing the
mouth of Wills Creek, to the place of beginning.
3. EXTENSIONS. The Mayor and City Council by ordi-
nance may extend the corporate limits of the City of Cum-
berland, at their discretion, for a distance not exceeding one
mile beyond the limits defined in this sub-title. This power
shall relate only to areas within the State of Maryland, and
no such extension shall be effective beyond the limits of any
other municipal corporation. Before passing any such ordi-
nance the Mayor and City Council shall refer the matter to
the City Engineer, for his advice as to the plats of the pro-
posed annexation. A survey of every such extension shall
be recorded among the proceedings of the Mayor and City
Council and also among the land records of Allegany County.
No such extension shall become effective until after the
question has been submitted to a referendum of the qualified
voters of the City and of the area proposed to be affected at
a special or regular election, and has been approved by a
majority of those voting thereon.
JURISDICTION BEYOND LIMITS
4. POLICE POWERS, (a) The Mayor and City Council
shall have police powers for one mile beyond the corporate
limits, as to areas within the State of Maryland and not
within the boundaries of any other municipal corporation, to
remove and abate nuisances, to enforce sanitary and health
regulations, to enforce regulations as to zoning and as to
smoke and dirt emission, to apprehend disorderly persons
and vagrants, to suppress bawdy houses, and disorderly
houses, to suppress gambling and the illegal use or custody
of narcotic drugs, to prevent loud and unseemly noises,
to confiscate illegally possessed weapons, to apprehend fugi-
tives from the City, to ascertain evidence relating to the
commission of a crime, and generally to enforce State laws
and City ordinances affecting the health, safety and morals
of the City and of its residents.
