tary preparatory school if such beneficiary is preparing to
enter the United States Military Academy at West Point, the
United States Naval Academy at Annapolis or a United States
Coast Guard Academy. Such grant may be used for the
matriculation fees of any such beneficiary at any of said
United States government academies.
(b) (Amount of Aid. ) The amount of such aid shall not
exceed "Three Hundred Dollars per year for each beneficiary
and shall be paid to such institution on vouchers approved
by the State Board of Education; provided the State shall
pay for the board and room of any such beneficiary residing
outside of any such institution on vouchers approved by the
institution.
(c) (Rules. ) The State Board of Education may adopt
and promulgate such rules and regulations as may be reason-
able and necessary for the administration of this section.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1949.

AN ACT to repeal Article 1A of the Code of Public Local Laws
of Maryland (1930 Edition), title "City of Cumberland", and
all additions and amendments thereto, and to enact a new
Article 1A of said Code, to stand in the place and stead of
the Article so repealed and to be under the title "City of
Cumberland", revising the corporate charter of the City of
Cumberland, providing for a form of government and the
general powers, duties and privileges of said City, and sub-
mitting this Act to a referendum of the voters of said City.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Article 1A of the Code of Public Local Laws of
Maryland (1930 Edition), title "City of Cumberland", and all
additions and amendments thereto, be and the same is hereby
repealed, and that a new Article 1A of said Code be and the
same is hereby enacted, to stand in the place and stead of
the Article so repealed, to be under the title "City of Cumber-
land", and to read as follows:
