education and training of students desiring to be licensed
to practice veterinary medicine, and to cancel or revoke
such approvals where such colleges and institutions no
longer are deemed satisfactory; provided that the approval
of such college or institution by the American Veterinary
Medical Association shall be deemed sufficient to qualify
such college or institution.

(c) to adopt and promulgate reasonable rules and regu-
lations to make effective the provisions of this sub-title;

(d) to prescribe the subjects, character, manner, time
and place of holding examinations, and the filing of appli-
cations for examinations, and to conduct examinations and
make written reports of such examinations which shall be
preserved in the office of the Board for a period of three
years.

(e) to issue a license to practice veterinary medicine to
any applicant who passes the examination, who is a citizen
of the United States, is of good moral character and has a
diploma from an approved college or institution conferring
upon him the degree of doctor of veterinary medicine.

(f) to suspend or revoke, after a hearing, the license
of any person licensed under the provisions of this sub-
title who has been convicted of violating any of the pro-
visions of this sub-title or of any unlawful or fraudulent
practices, or fraudulent, misleading or deceptive repre-
sentations or advertising as respects his professional quali-
fications, or the quality of the materials, drugs, etc. used
by him in his professional work or treatment of animals,
or has been found guilty of a crime or misdemeanor in-
volving moral turpitude.

148. (a) Before the license of any licensee is sus-
pended or revoked by the Board, a written copy of the com-
plaint or charge made shall be furnished the licensee
against whom the same is made, and an opportunity af-
forded to be heard before the Board personally and by
counsel. The accused shall have the opportunity to con-
front the witnesses against him, and all witnesses at such
hearing shall testify under oath, and the Chairman or any
member of the Board shall have the authority to admin-
ister the oath. The Board shall have the power to compel
the attendance of witnesses by subpoena. At least ten
days written notice of the time and place of the hearing
shall be given the licensee by registered mail addressed to
the post office address as shown on the annual registration,
or other record or information in the possession of the
Board.
