agencies, and societies, whether incorporated or not, having
the legal or physical care, custody or control of one or more
minors; (b) all institutions, agencies and societies, whether
incorporated or not, and all individuals or sets of individuals,
who act as child placement agencies, whether for adoption or
otherwise; and (c) all individuals who are regularly engaged
in the business of providing foster homes for minors, provided
that this requirement of licensing shall not apply if the place-
ment of the minor or minors in the foster home is being
arranged and is supervised by any licensee under this sub-title,
or by one of the local departments of public welfare.
In each instance the license shall be issued by the State
Department of Public Welfare upon due proof of compliance
with rules and regulations designed to secure the proper care
of such minors, which rules and regulations the said State
Board of Public Welfare is hereby authorized to establish.
In the event that any other department of the State is also
empowered by law to issue a license for any of the activities
mentioned herein, the State Department of Public Welfare is
authorized to make cooperative arrangements with such other
state department to the end that either one, but not both, will
exercise the power to license, thus avoiding duplication of
licensing.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1949.

CHAPTER 15
(House Bill 27)
AN ACT to repeal and re-enact, with amendments, Section
486 of Article 4 of the Code of Public Local Laws of Mary-
land and Baltimore City Charter (1938 Edition), title
"Baltimore City", sub-title "Salaries of Clerks of Courts",
as said section was amended by Chapter 903 of the Acts of
1947, providing that the Trust Clerk of the Supreme Bench
and the Chief Clerks of the Clerks of the Circuit Court and
Circuit Court No. 2 of Baltimore City shall receive such
compensation as is provided in the State Budget.
SECTION 1. Be it enacted by the General Assembly of Mary-
land,, That Section 486 of Article 4 of the Code of Public
Local Laws of Maryland and Baltimore City Charter (1938
