junction when applied for and no further cause need be
given.

80F. Every person failing to comply with any provision
of the Fire Prevention Code or of any of said rules and
regulations shall be guilty of a misdemeanor and upon con-
viction thereof shall be fined not more than One Hundred
Dollars (f 100. 00) or be imprisoned for not more than thirty
days, or both, in the discretion of the Court, but no such
conviction shall relieve any person from the necessity of com-
plying with all the applicable laws, rules and regulations.

SEC. 2. And be it further enacted, That if any provision
of this Act or of the Fire Prevention Code or of the rules
and regulations adopted pursuant thereto shall be held in-
valid, such invalidity shall not affect the other provisions
thereof.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure, and necessary for the
immediate preservation of the public health and safety, and
being passed upon a yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 643
(House Bill 729)

AN ACT to authorize and empower the County Commis-
sioners of Baltimore County, from time to time, to borrow
not exceeding Twenty-One Million Dollars ($21, 000, 000. 00)
in order to finance the construction, acquisition, improve-
ment or extension of public schools in said County, as
herein defined, and to effect such borrowing by the issu-
ance and sale to the highest bidder or bidders at public
sale of its general obligation, serial maturity coupon bonds
in like par amount, subject, however, to the limitation
that the authority hereby conferred shall not be exercised
by the County Commissioners of Baltimore County until
the same shall have been approved at one or more refer-
enda, as herein provided; subject to such limitations em-
powering said County to fix and determine, by resolution,
