quired license fee, obtain a license from the Clerk of the
Circuit Court.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure, and necessary for the
immediate preservation of the public health and safety, and
being passed upon a yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
105 of Article 41 of the Annotated Code of Maryland
(1939 Edition), title "Governor—Executive and Administra-
tive Departments, " sub-title "Commissioners for Uniform
State Laws, " increasing the amount which may be con-
tributed for the expenses of the National Conference of
Commissioners on Uniform State Laws and authorizing
the payment of the expenses of the Associate member of
the National Conference from the State of Maryland.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 105 of Article 41 of the Annotated Code
of Maryland (1939 Edition), title "Governor—Executive and
Administrative Departments", sub-title "Commissioners For
Uniform State Laws, " be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
105. (a) Within thirty days after June 1, 1951, and
every fourth year thereafter, on or before the first day of
June of said year, the Governor shall appoint three com-
missioners who are hereby constituted a board of commis-
sioners by the name and style of "Commissioners for the
Promotion of Uniformity of Legislation in the United States, "
and who shall represent Maryland in the National Confer-
ence of Commissioners on Uniform State Laws. It shall be
the duty of said board to examine into and ascertain the
best means to effect uniformity in the laws of the various
States and especially to meet with representatives appointed
by the other States in a convention now popularly called
