newspapers published in Prince George's County which has a
circulation in the Town of District Heights, which advertise-
ment shall state the date on which such assessment shall be
made and warning all abutting owners to appear at the time
and place stated in said advertisement or notice, to show
cause, if any there be, why said assessment should not be made
as proposed. Any person aggrieved by the action of the Town
-of District Heights and the District Heights Commission shall
have the right to appeal to the Circuit Court for Prince
George's County, Maryland, provided such appeal is taken
within ten days next succeeding the day on which said assess-
ment is made.

The Town of District Heights and the District Heights Com-
mission shall give prior consideration to the construction
and/or reconstruction of roadways, alleys, curbs, sidewalks
and gutters and storm water sewers as provided for herein
whenever the owners of fifty-one per centum (51%) of the
property, where property shall abut upon such streets, shall
petition the said Town of District Heights and District
Heights Commission to that effect, but the District Heights
Commission shall have the discretion and final determination
as to the construction of all of said work no i withstanding
such petition.

473-D. The District Heights Commission shall prepare as it
deems expedient, a comprehensive general plan for the control
and disposition of surface water within the limits of the
Town of District Heights, and shall thereupon divide said
Town of District Heights into drainage areas or districts, as
determined by the town engineer.

473-E. The District Heights Commissioners may after an
ascertainment of the drainage districts, determine, upon peti-
tion of 51% of the property owners affected or on its own
motion that all or some part of one or more of said drainage
districts, in the interest of the public's health, welfare and
safety, is in need of a storm water or surface water drainage
system. After having made said determination, the District
Heights Commission shall advertise in not less than two
issues in any newspaper published with a circulation in the
Town of District Heights, that the District Heights Commis-
sion has determined to construct in said district or a part
thereof, a drainage system, giving in said advertisement the
general area affected, and advising those interested that a
hearing will be held by the District Heights Commission at a
time and place named in said advertisement, at which all
interested parties will be heard. The District Heights Com-
mission shall be prepared to exhibit at such hearing a place
