AN ACT to repeal and re-enact, with amendments, Sections
221 and 221C of Article XI of the Code of Public Local
Laws of Maryland (1930 Edition), title "Frederick Coun-
ty", sub-title "Frederick City", sub-heading "City Con-
stables", as said sections were enacted by Chapter 157 of
the Acts of 1941, relating to the Police Force of Frederick
City.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 221 and 221C of Article XI of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Frederick County", sub-title "Frederick City", sub-heading
"City Constables", as said sections were enacted by Chapter
157 of the Acts of 1941, be and the same are hereby repealed
and re-enacted, with amendments, said re-enacted sections
to read as follows:
221. The Mayor shall appoint such number of Policemen
as may from time to time be provided by ordinance, who,
within the police limits of the said city, shall have all the
powers possessed by Constables in this State, except as to
the collection of debts, and shall perform such duties as may
be prescribed by ordinance, and shall not be entitled to any
fees, costs or other emoluments except wages; all other
officers of the corporation not herein named, who shall be
deemed necessary to execute the laws and ordinances of the
corporation whose offices are now or may hereafter be pro-
vided for by law or by ordinance, order or resolution of the
Board of Aldermen, shall be appointed by the Mayor at the
usual time of making appointments or at such time as the
ordinances may prescribe, and they and all officers herein
named shall receive such compensation as shall be fixed from
time to time by the ordinances of the corporation.
221C. The Board of Aldermen is hereby authorized to
provide by ordinance or by rules and regulations passed in
pursuance therewith, such regulations, restrictions and pro-
visions as it shall think proper and desirable for the efficient
operation of the police force. The Commissioners upon their
own initiative or upon complaint filed with them (or with
any one of them) pertaining to any matter, distinguished
from a complaint against an individual, relating to the
police department, shall make such investigation as the mat-
ter may warrant and report their findings to the Board of
