which said notice may be served by said Council either per-
sonally by any of the said Council or by posting of a copy of
said resolution at the last regular meeting place of said
Council at lest five days before the day named in said resolu-
tion for him to turn over the same. Any person, so removed
from such office of Treasurer of Morningside, who shall fail
or neglect so to turn over to said Council, or to the Secretary
of Council, all funds, money, property, records, books, papers
and other things or thing of said town in his possession, shall
be liable, and the surety or sureties on his bond shall be
liable, for any loss or damage that said town may suffer
thereby, and said town may institute appropriate proceedings
either at law or in equity for this purpose in the Circuit
Court of Prince George's County, Maryland, and, in addition
to any such proceedings as aforesaid, said town may institute,
in the Circuit Court of Prince George's County, a mandamus
proceeding against such removed Treasurer of Morningside,
and thereby compel such removed Treasurer of Morningside
to turn over to said Council, or to said Secretary of Council,
all funds, money, records, books, papers, and other things or
thing of said town. Provided, however, that nothing contained
in this paragraph of this Act shall be construed to limit said
town to the proceedings herein mentioned and provided, fur-
ther, that nothing contained in this paragraph of this Act
shall be construed as relieving the Treasurer of Morningside,
or former Treasurer of Morningside, from criminal responsi-
bility under any of the criminal laws of the State of Maryland.
SEC. 4. And be it further enacted, (A) That the Town of
Morningside and the Morningside Council shall have the
power to open, widen, grade and regrade, repair, maintain
and light the streets, roads, lanes, alleys and sidewalks in the
said town, and to regulate the parking thereon; to provide
clerical and other public services, including fire protection,
removal of ashes, garbage and other refuse, and the disposal
thereof; to provide and maintain a meeting place of said
Council and a place for the keeping of the records, books,
property and other things of the said town, to purchase, ac-
quire by gift or grant, and hold or dispose of real and personal
property for the benefit of said town including the power to
lease or rent the same, to incur expenses and debts on behalf
of said town, as hereinafter provided; to provide for any pay
the expenses of governing the said town including the ex-
pense of having a meeting place for the said Town Council
and a place for the keeping of the records, books, property
and other things of the said town; the expense of registering
voters, conducting elections; providing records, books and
other things necessary for the proper government of the said
