of Greenbelt, has resided therein for at least six months and
in the State of Maryland for one year immediately preceding
the election, is of sound mind, and is duly registered on the
town registration list.
645. (Revision of Registration List. ) It shall be the duty
of the Town Clerk before every municipal election to:
(1) Remove from the registration list the names of persons
known to be no longer residents of the town, or to have be-
come deceased, or not to have voted at the two last general
municipal elections.
(2) To add to the registration list the names of any per-
sons complying with Sections 646 or 647 of this charter.
(3) At least 30 days preceding the date of the election, to
either post in a public place or places within the boundaries
of the town a list of all names added or removed since the
last general municipal election or publish such list in a news-
paper of general circulation in the town, or both.
646. (Registration for Municipal Elections. ) Any person
who possesses the qualification of Section 643 of this charter
except that he is not registered, may be registered at any
time except during the 30 days preceding a municipal elec-
tion, by appearing before the Town Clerk and swearing upon
oath that he possesses the said qualifications.
647. (Appeal to Ruling of the Town Clerk. ) Any person
who shall feel aggrieved at any action of the Town Clerk
taken under Sections 646 or 647 in refusing to register him or
in refusing to strike off the list the name of any person, shall
have the right to appeal to the Circuit Court of Prince George's,
County at any time before the day of election and such case
shall be heard by such Court as provided for by the general
election laws of the State for appeal, in election cases, and so
far as the same may be applicable, the provisions of the general
election laws relating to appeals and election cases generally
shall be applied to such appeals.
648. (Who may Vote. ) Upon satisfying the judges of elec-
tion of his identity, any qualified elector of the town may vote.
649. (Regulations of Elections—Precincts, Polling Places
and Supplies. ) The Council shall determine the number of
precincts and make all needful rules and regulations, not in-
consistent with this charter, or the laws of Maryland, for the
conduct of elections, for the prevention of frauds in elections,
and for the recount of ballots in case of doubt or fraud. The
