641. (Authentication and Publication of Ordinances and
Resolutions. ) Upon its final passage each ordinance or resolu-
tion shall be authenticated by the signature of the Mayor
and the Town Clerk and shall be recorded in a book kept for
that purpose. Each ordinance and resolution shall be pub-
lished as soon as possible after its passage by posting it in
a public place or places within the boundaries of the town
for ten days or by publishing it once within ten days in a
newspaper of general circulation in the town, or both.
643. (Qualified Electors. ) A qualified elector within the
meaning of this charter shall be a citizen of the United
States, at least 21 years of age, who is a resident of the town
