compensation for services, nor be interested in any con-
tract relating to said hospital or the supplies thereof.

4. The President of the Board of County Commissioners
of Washington County and the Mayor of the City of
Hagerstown shall serve on the board of trustees while they
hold their respective public offices. The terms of the other
members of the board of trustees including members who
have been elected to fill vacancies due to any other reason
than the normal expiration of the term of their predecessor
shall be twelve years. All elections to the board of trustees
including the filling of vacancies which have occurred for
any reason shall take place at the regular annual meeting
which shall be held on the second Thursday of May in
each year. The term of the member who has served longest
on the Board of Trustees shall expire in May 1951; and
the term of the member senior in service, if he^has served
as a member of the Board for 12 years, shall"expire an-
nually thereafter. No member of the board of trustees who
has served for a full 12-year term shall be eligible for re-
election during the three years next succeeding the date of
expiration of his term.

The President of the Board of County Commissioners of
Washington County and the Mayor of the City of Hagers-
town and such of the other persons named in Section 1 as
accept this appointment, and such other persons as may be
from time to time elected in accordance with the provisions
of this Act, shall be the trustees of the said corporation,
and shall have power to make by-laws, not inconsistent
with law, and to alter the same; in the manner provided
hereunder to fill vacancies which may occur in their num-
ber by non-acceptance, death, resignation or otherwise;
to appoint all necessary physicians, surgeons, assistants,
stewards, nurses and servants, and to fix their compensa-
tion and to discharge them whenever they shall deem it
expedient to do so; to make all needful rules and regula-
tions for the government of their proceedings and for the
admission of persons to said hospital. And if at any time
all of said trustees shall have died, removed from the
county, resigned or have become incapacitated to discharge
the duties of trustees as required by this Act and there
shall remain no one in being to continue succession as
herein provided for, the Judge or Judges of the Circuit
Court for Washington County are hereby authorized to
select trustees, who shall have all the powers herein con-
ferred for the control of the affairs of said association and
for continuing the succession of trustees in perpetuity; the
purpose being by this means to maintain in perpetuity a
