the highest number of votes for the office of Town Commis-
sioner and the result of any vote upon ordinances or issues
submitted to the voters at such election. The judge of elec-
tion shall forthwith certify the results of the tabulation to
the Town Commissioners which shall be filed and recorded
among the proceedings of the said Town Commissioners.

(b) In the event of a tie vote for candidates for the office
of Town Commissioner, a special election shall be held on
the second Monday of April in the same manner as afore-
said. The Town Clerk shall cause to be published a notice
of such special election in the manner set forth in Section
69, except that only one publication thereof shall be neces-
sary.

(c) In the event of a tie vote on any ordinance or special
issue submitted to the voters at any election the same shall
be declared to be against such ordinance or special issue.

68. (Nominations. ) Any person qualified to be a Town
Commissioner who desires to be a candidate for such office
shall so state his desire in writing and file the same with
the Town Clerk fifteen (15) days before any general elec-
tion. Any duly qualified voter of the Town who desires to
present a candidate for such office shall so state his desire
in writing and file the same with the Town Clerk fifteen (15)
days before any general election, provided the candidate so
presented is qualified to serve.

69. (Notice. ) The Town Clerk shall cause to be published
a notice in a newspaper printed and published in said Town
at least once a week for two successive weeks preceding any
general or special election setting forth the date, hours and
place for holding said election, the names of the candidates
for Town Commissioner so nominated as aforesaid, and the
text of any ordinances or special issues to be submitted to
the voters at such election.

70. (Ballots. ) The Town Clerk shall cause sufficient bal-
lots to be printed in the form to be prescribed by the Town
Commissioners before the date of any general or special
election.

TOWN CLERK

71. (Appointment. ) The Town Commissioners shall ann-
ually appoint a Town Clerk on or before the first day of May
who shall hold his office for the term of one year from the
date of his appointment and until a successor is appointed
