The County Council of Montgomery County or the Board
of County Commissioners of Prince George's County may at
any time in person or by either of their duly authorized
agents audit and examine the books and records of the said
commission. Provided, however, that such audit or examina-
tion shall be without cost to said commission.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

(House Bill 290)
AN ACT to repeal and re-enact, with amendments, Section
66 of Article 17 of the Annotated Code of Maryland (1939
Edition), title "Clerks of Courts", sub-title "Clerks of Cir-
cuit Courts", relating to the recordation of typewritten
and illegible instruments.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 66 of Article 17 of the Annotated Code
of Maryland (1939 Edition), title "Clerks of Courts", sub-
title "Clerks of Circuit Courts", be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
66. Any person, firm or corporation offering for recorda-
tion in the Clerk's office of the Superior Court of Baltimore
City, or in the Clerk's offices of the Circuit Courts for the
several counties, any deed, mortgage, lease, agreement, con-
ditional sales contract, chattel mortgage, or any other record-
able instrument upon a printed form, or any typewritten
instrument, not upon a printed form, shall cause said printed
forms or typewritten instrument to be printed or typed in
good, clear, readable type, of not less than eight point, and
upon paper of sufficient weight and thickness as to be clearly
readable. The recording charges for any such instrument not
conforming to the requirements of this section but offered
for recordation shall be three times the charge now allowed
by law for the recording of the same. In those clerks' offices
