sanitary sewerage system, including sewer trunk lines,
force mains, lateral sewers, intercepting sewers, pumping
stations and a garbage incinerator plant and necessary ap-
purtenances thereto for the City of Salisbury, which may be
located and established outside the corporate limits of
said City and within Wicomico County. Whenever plans
shall have been completed for this project, or any part
thereof, and the said Commission shall have decided to
proceed with the construction thereof, it shall advertise
by notice in such newspapers or technical press as they
may deem proper for bids for the construction of said
work, in part or as a whole, as in their judgment may
appear advisable. The contract shall be let to the lowest
responsible and qualified bidder or the said Commission
may reject any and all bids, and if in their discretion the
prices quoted are unreasonable, they may readvertise the
work, or any part of it, or may do any part of the work by
day labor; provided, that at any time the said Commission
may, in their discretion, expend by day labor or construc-
tion work an amount not exceeding Two Thousand Dol-
lars ($2, 000. 00) without advertising or receiving bids. The
said Commission may, however, purchase the necessary
machines, tanks, devices, pipe, supplies and all electrical,
chemical and mechanical equipment, as in their discretion
may be deemed advisable, and may advertise, as aforesaid,
for bids for the construction, alteration, establishment and
extension of any other units of said project, in whole or
as a part. All contracts shall be protected by such bonds,
penalties and conditions as the said Commission shall re-
quire, all of which shall be enforceable in any court of
competent jurisdiction.

(E) The Commission shall appoint, discharge at
pleasure and fix the compensation of such engineering,
legal, clerical and other force help as from time to time in
its judgment may be deemed necessary to carry out the
provisions of this Act, and may exact from them or any
of them such indemnity bond as it may deem proper, the
said Commission may also exact from the custodian of the
proceeds of the bonds authorized by this Act such indem-
nity bond as it may deem proper.

(F) No action shall be taken by the Commission unless
supported by the affirmative vote of three of its members.

SEC. 5. And be it further enacted, That Chapter 890
of the Acts of the General Assembly of Maryland, 1945
Session, entitled "AN ACT to authorize and empower the
Mayor and Council of Salisbury to borrow upon the faith
