waters of the Potomac River in order to conserve a dimin-
ishing supply of fin fish and crabs, and in the interest of
their conservation, protection, maintenance and increase to
control the method of taking or catching and the number
and size which may be taken. For these purposes, the Com-
mission shall and is hereby given authority, from time to
time, to impose, repeal, modify and amend rules and regu-
lations relating to the taking or catching of fin fish and
crabs in said waters including the following: The fixing of
seasons; the specifying of gear or equipment; the regula-
tion of the length, the size and the spacing of nets or other
equipment; the establishing of sanctuaries where the tak-
ing or catching would be prohibited during specified peri-
ods; the establishment of size limits for the various spe-
cies; the issuance of licenses and establishing the fees
therefor; and the imposition of such other controls or re-
strictions which, in the interest of conservation, shall be
necessary or desirable in the opinion of the Commission
for the protection and production of fin fish and crabs.
18. (Powers and Duties in Regard to Oysters. ) In
order to conserve in the Potomac River the diminishing
supply of oysters and to control the method and amount
which may be taken and to rehabilitate and maintain the
supply of such oysters, the Commission shall have, and is
hereby given the authority to conserve, preserve and re-
habilitate said oysters in the tidal waters of the Potomac
River and, from time to time, to impose, repeal, modify
and amend rules and regulations relating thereto, includ-
ing the following: The fixing of seasons; the specifying of
the gear or equipment; the regulation of the size of gear or
equipment; the establishment of cull regulations; the regu-
lation of the taking of seed oysters and the control of the
planting thereof; the opening and closing of areas in
which oysters may be taken; the providing of shell-
planting for the purpose of growing seed and marketable
oysters; the issuance of licenses to take oysters and es-
tablishing the fees therefor; the imposition of such other
controls or restrictions which, in the interest of conserva-
tion, shall be necessary or desirable in the opinion of the
Commission for the preservation and production of oysters
in the Potomac River.
19. (Educational Program. ) In addition to the powers
and duties herein set forth, the Commission shall promul-
gate educational programs to bring to the practical oys-
termen and fishermen of both States the essence of greater
production and a more stable industry through progressive
conservation measures.
