term of two years, and the other such member from said
State for a term of four years. Thereafter, all members,
other than those holding office ex officio, shall be appointed
for terms of five (5) years. Any vacancy occurring during
the term shall be filled by appointment in the same manner
as was the appointee whose death or resignation occasioned
the vacancy, and shall be for the balance of the unexpired
term. Any member may be removed for cause by the offi-
cial or officials by whom he was appointed.
16. (Organization of the Commission. ) The Commis-
sion shall elect from its members a Chairman and Vice-
Chairman, and shall appoint, and, at its pleasure, remove
such officers and clerical, expert and other assistants that
may be required to carry the provisions of this Compact
into effect, and shall determine their duties, qualifications
and compensation.
It shall adopt a seal and suitable by-laws, and shall
promulgate rules and regulations for its management and
control.
It may maintain one or more offices to transact its busi-
ness and may meet at any time or place.
A majority of the members from each State shall con-
stitute a quorum for the transaction of business, the exer-
cise of any powers or the performance of any duties. The
Commission shall keep accurate accounts of all receipts
and disbursements, and shall make an annual report to
the Governor and the Legislature of each State, setting
forth in detail the operations and transactions conducted
by it, pursuant to this Compact, and shall make recom-
mendations for any legislative action deemed by it ad-
visable or necessary to carry out the intent and purpose
of this Compact.
The Commission shall not incur any obligations for
salaries, offices or other administrative expenses prior to
the making of appropriations adequate to meet the same,
nor shall the Commission pledge the credit of either State,
except by and with the authority of the Legislatures there-
of. Each State reserves the right to provide hereafter by
law for the examination and audit of the accounts of the
Commission by its Comptroller or other official.
The Attorney General of the State of Maryland and the
Attorney General of the Commonwealth of Virginia shall
be the legal advisers of the Commission.
17. (Powers and Duties as to Fin Fish and Crabs. )
The Commission shall have the authority to regulate and
control fin fish and crabs in the tidal waters of the Chesa-
peake Bay and its tributaries in both States and in the tidal
