(3) Determine whether improvements in the adminis-
tration and enforcement of existing laws are needed, or
whether the concurrent laws of the two States need to be
amended, or whether the best interests of the fisheries and
of the people of the two States will be served by granting
additional powers to existing State or interstate agencies,
or whether a new joint commission, or interstate authority
should be created by compact or reciprocal legislation be-
tween the two States empowered to study, determine policy
and make and enforce regulations applicable to the fish-
eries of the tidewaters of the Potomac River and of the
tidewaters of the Chesapeake Bay, within the jurisdiction
of the two States;
(4) Bring the problems and responsibilities facing the
two States to the attention of the public through the press,
radio, schools, civic organizations, and any other means of
disseminating information; and
WHEREAS, as a result of these identical resolutions, the
Governors of each State, respectively, did appoint three
citizens from each State to comprise such Commission;
and
WHEREAS, public hearings were conducted by the Com-
mission in Virginia and in Maryland, to determine the
views of local watermen; and
WHEREAS, said Commission held eight meetings, some of
which were in Maryland, some of which were in Virginia,
and
WHEREAS, the Commission has sought and obtained the
views of the Atlantic States Marine Fisheries Commission,
biologists of the United States Fish and Wildlife Service
and other authorities and reviewed numerous printed docu-
ments and reports on the Chesapeake Bay and the Potomac
River; and
WHEREAS, the Commission found that fishing and oyster-
ing will be improved greatly if its recommendations are
adopted by the General Assemblies of the two States to
the betterment of the people of the two States, by reason
of the preservation and increase in the supply and produc-
tion of fin fish and crabs in the Chesapeake Bay and its
tributaries in Virginia and Maryland including the
Potomac River, and oysters in the Potomac River; and
WHEREAS, the legislative intent of the following Sections
to be added to the Compact of 1785 between the Common-
