structed or being constructed by or under the supervision
of the State Roads Commission of Maryland before the
same is opened for traffic, and any person who shall ride or
shall drive or operate a vehicle of any kind upon the
parking strip or center parkway area on dual highways,
unless authorized by said Commission, and any person who
shall remove any light or guard set up for the purpose
of closing said road or any part thereof to traffic, and any
person who shall otherwise maliciously injure or damage
in any manner any highway built under the provisions
of Article 89B, either in the course of its construction or
thereafter, or who shall otherwise maliciously injure or
damage any work, material or structures used in connec-
tion therewith, and any person who shall discharge or
deposit any unsanitary matter or material upon any public
bridge or highway or right of way thereof or in the drain-
age course or structure of any public highway shall be
guilty of a misdemeanor, and on conviction thereof shall
be fined not more than One Hundred Dollars ($100) or be
imprisoned not more than three months, or in the discre-
tion of the Court, may be both fined and imprisoned as
aforesaid, provided, however, that nothing herein con-
tained shall affect any special method or manner of injury
or damage, the prohibition or punishment for which is
already provided by law.
SEC. 3 And be it further enacted, That this Act is hereby
declared to be an emergency law necessary for the imme-
diate preservation of the public safety and health, and
having been passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
7 of Article 52 of the Annotated Code of Maryland
(1947 Supplement), title "Justices of the Peace", sub-
title "Civil Jurisdiction', relating to the jurisdiction of
trial magistrates in Frederick, Washington, Cecil and St.
Mary's Counties; and to repeal and re-enact, with
amendments, Sub-section "Frederick County" of Section
