by obtaining a certificate of self-insurance issued by the
Department as provided in Sub-section (b) of this section.
(b) The Department may, in its discretion, upon the
application of such a person, issue a certificate of self-
insurance when it is satisfied that such person is possessed
and will continue to be possessed of ability to pay judg-
ments obtained against such person.
(c) Upon not less than five days' notice and a hearing
pursuant to such notice, the Department may upon reason-
able grounds cancel a certificate of self-insurance. Failure
to pay any judgment within thirty days after such judg-
ment shall have become final shall constitute a reasonable
ground for the cancellation of a certificate of self-
insurance.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1949.

AN ACT to repeal and re-enact with amendments Section
110 of Article 52 of the Annotated Code of Maryland
(1947 Supplement) title "Justices of the Peace, " sub-
title 'Trial Magistrate System, " increasing the pay of
substitute magistrates in Wicomico County.
SECTION 1. Be it enacted by the General Assemblyrof Maryland.
That Section 110 of Article 52 of the Annotated Code of
Maryland (1947 Supplement) title "Justices of the Peace, "
sub-title "Trial Magistrate System, " be and it is hereby
repealed and re-enacted with amendments, to read as
follows:
110. (Substitute Magistrates. ) In addition to the jus-
tices of the peace and justices of the peace at large herein-
before specified, the Governor, by and with the advice and
consent of the Senate, shall appoint one justice of the peace
at large for each county of the State who shall be desig-
nated "Substitute Trial Magistrate. " Such magistrate shall
post the bond required of trial magistrates and shall re-
ceive a salary of $100. 00 per year, except the substitute
magistrate appointed for Baltimore County, who shall
